In line with the categories of members and other provisions, local authorities become members of UCLG World Organization. UCLG-MEWA does not have a separate membership system, wherein local authorities from the countries in the MEWA region becoming members of the World Organization simultaneously become entitled to UCLG-MEWA membership.
Although membership application can be made directly to the World Organization, in order to ensure a coordinated and mutually-supportive functioning of the Regional Section, applications are mediated by UCLG-MEWA in its geographical area, and simultaneous membership is encouraged within the World Organization and UCLG-MEWA.
The application and admission for membership are stipulated in the following articles of the UCLG-MEWA Constitution:

Article 17
Applications for local government, international organization and associate membership shall be decided by the World Executive Bureau, whose task is to ensure that applicants meet the relevant requirement for membership. All applicants for membership must undertake to support, promote and adhere to the World Organization's mission, values and objectives.
Article 18
An applicant complying with the relevant requirements for membership has a right to apply for membership in the World Organization, directly at world level. For the sake of good coordination however, UCLG-MEWA shall be consulted on applications coming from its geographical area. Simultaneous membership shall be encouraged within the World Organization and UCLG-MEWA.

In parallel with the World Organization, UCLG-MEWA consists of the following categories of members:
- Local government members;
- Sub-regional sections;
- International organization members;
- Associate members;
- Honorary members.
Article 7 Local government membersLocal government membership of UCLG-MEWA shall be open to:
- Individual cities and local governments;
- Local governments as Institutional/Program members, in addition to regular/individual membership, in order to provide multi-faceted capacity development support to individual members who would like to take part in programs or projects implemented by UCLG-MEWA.
- National/regional associations of local government.
Article 8 Sub-regional sectionsSub-regional sections of UCLG-MEWA, recognised in accordance with the provisions of this constitution, are members as of right.
Article 9 International organization membersInternational organization membership of UCLG-MEWA shall be open to international local government organizations which represent specific categories of local governments, and/or whose purposes relate to specific sectoral or thematic issues.
Article 10 Associate membersAssociate membership of UCLG-MEWA shall be open to organizations which, though not themselves local government organizations, are strongly concerned with or involved in local government matters.
Article 11 Honorary membersHonorary membership may be granted to individuals or institutions who have rendered distinguished service to UCLG-MEWA or to the cause of democratic local government. Nominations for Honorary membership shall be made by the UCLG-MEWA Executive Bureau and approved by the UCLG-MEWA Council.
